Vigilance Administration in ECIL, a PSU under Department of Atomic Energy, Government of India, is headed by a Chief Vigilance Officer. The CVO acts as an Advisor to the Chairman and Managing Director, ECIL, in all matters pertaining to Vigilance. CVO acts as a link between the PSU, the Ministry and the CBI. Vigilance functions that are carried out by the office of the CVO include collecting intelligence about the corrupt practices committed, or likely to be committed by the employees of the organization, investigating or causing an investigation to be made into verifiable allegations reported to him/her; processing investigation reports for consideration of the Disciplinary Authorities; referring the matter to the Central Vigilance Commission wherever necessary; taking steps to prevent commissioning improper practices/misconduct etc. Thus, the functions of the office of CVO can broadly be divided into three parts
(i) preventive vigilance (ii) punitive vigilance (iii) surveillance and detection. While surveillance and punitive action are for commission of misconduct and other malpractices, the preventive measures taken by the CVO are considered more important as these are meant to reduce the number of vigilance cases considerably.
